In February 2009 the European Union Directive 2008/101/EC was approved, setting out how emissions from the aviation sector would be included in the EU Emission Trading Scheme from 2012. All aircraft operators flying to or from EU destinations need to act now to hit the directive’s tight implementation timetable, but in so doing its important not to lose sight of how best to adapt to this new constraint in the most commercially effective way over the longer term.For aircraft operators administered by the UK, the deadline for submitting the required emissions reporting plan is 12 November 2009. The deadline for the tonne-km monitoring plan is 31 December. These plans need to be defined in a way that minimises impacts on current data collection and reporting systems, whilst maximising the free allocation of emissions allowances.Camco has teamed up with

- Interpretation of rules. Advice on the interpretation of aviation directive regulations as applied by your competent authority, including support on completion of benchmarking and emissions reporting plans.
- Assess monitoring, reporting and management systems.Review of current fuel monitoring and data management systems, including current data sources, data from FMS, alternative sources for control and data gap purposes, and advice on how these may need to be revised or enhanced in order to meet the directive’s monitoring and reporting guidelines.
- Plan preparation and review. Pre-submission checks of benchmarking and emissions reporting plans, to ensure that they optimise the aircraft operator’s position (both in terms of allowance allocation, and in terms of flexibility of reporting), as well of comply with the required standards.
- Project carbon credits. Sourcing of CERs/ERUs that can be used to meet up to 15% of allowance submissions, as well as advice on how such credits may be sourced from projects within your home country.
- Carbon management strategy. Guidance on the development of a strategic approach to carbon management based on different carbon price scenarios and incorporating all carbon abatement options, in order to prepare your business for the competitive pressures of a carbon constrained future.
